California parking enforcement law is specific. Here’s what
you need to know before setting up a program for your property.
California Vehicle Code Section 22658 governs private property towing. To legally tow from your property, you generally need: proper signage meeting specific size, placement, and content requirements posted at each entrance and throughout the lot; a written authorization from the property owner or their designated agent; and a licensed towing company — like Wilson Towing — that follows all statutory notification and release requirements.
Non-compliant tows can expose property owners to significant liability. That’s why we start every new client relationship with a free compliance review to make sure your signage and authorization procedures are legally sound before any enforcement begins.
Under CVC 22658, signs must be at least 17″ × 22″ with lettering no smaller than 1 inch. They must be posted at each entrance to the property and must include: a statement that unauthorized vehicles will be towed at the owner’s expense; the name and phone number of the towing company; and the hours of enforcement.
The signs must be clearly visible and placed so that a driver entering the lot can read them. Improperly placed or missing signs are the most common reason a tow gets legally challenged. We assist all clients with a signage review and can help arrange proper signage installation as part of our onboarding process.
Not always — but California law does require that authorization come from a person with legal authority to request the tow, such as the property owner or a designated property manager. For on-call enforcement, you or your authorized agent contact us to approve each tow before we proceed.
For patrol enforcement, we work with you in advance to define what violations authorize a tow without needing a call each time — for example, vehicles in fire lanes, spaces without valid permits, or vehicles parked after hours. Either way, all tows are documented with photos, timestamps, and authorization records through our Omadi system.
Disputes happen — especially in residential settings involving impound towing service. When they do, our documentation protects you. Every tow we perform is recorded with timestamped photos of the violation, the vehicle’s location, license plate, and the authorization that was given. This creates a clear paper trail that holds up if a tow is challenged.
California law also gives vehicle owners the right to request a tow hearing through the local court. Because our process is built around full CVC 22658 compliance from the start, properly documented tows are very rarely successfully challenged. We have a standard process for requesting vehicle release information and handle vehicle owner inquiries professionally and direct any disputes through the appropriate legal process.
The initial property walkthrough and compliance review are free. In most cases, our parking enforcement programs are structured so that towing fees are paid by the vehicle owner — not the property. This means you get professional enforcement at no ongoing cost to your budget.
Patrol-based programs, where we proactively drive your property on a regular schedule, may involve a separate arrangement. We’ll walk you through all options during your free walkthrough so you can choose what fits your property best.
On-call enforcement means you contact us when you observe a violation and want a vehicle removed. You control exactly which vehicles get towed and when. This works well for properties where parking issues are occasional or where management wants direct oversight of every tow.
Patrol enforcement means our drivers check your property on a regular schedule — nightly, weekly, or as agreed — and remove vehicles that meet the pre-approved violation criteria without requiring a call each time. This is better suited for larger properties or situations where management staff are not on-site around the clock. Most properties use a combination of both.
